Reliable high-speed Internet remains a major barrier for many rural and remote communities, especially when households need dependable connectivity for work, education, and essential services. The Universal Broadband Fund — Rapid Response Stream was created to address these gaps quickly by accelerating broadband infrastructure projects that were ready to move forward without delay. Delivered by Innovation, Science and Economic Development Canada, this stream focused on getting faster Internet access to underserved households across the country at a time when connectivity had become especially urgent.
Through this initiative, incorporated companies, not-for-profit organizations, Indigenous governments, municipalities, and other public-sector partners could access non-repayable funding of up to about five million dollars per project. Support was aimed at last‑mile and access network builds that could be completed on an accelerated timeline, with a strong emphasis on areas where service levels were well below national speed targets. Unlike longer-term infrastructure programs, the Rapid Response Stream prioritized projects that could demonstrate immediate impact, including upgrades or expansions to existing builds that would significantly improve household access.
